People often use the term “personal care products” to refer to a variety of items we commonly find in the health and beauty sections of drug and department stores. However, the term “personal care product” is not defined by law.
Under the law, certain products commonly referred to as “personal care products” are cosmetics. These include, for example, skin moisturizers, perfumes, lipsticks, nail polishes, eye and facial makeup preparations, shampoos, permanent waves, hair dyes, types of toothpaste, and deodorants. Some, however, are regulated as drugs. These include skin protectants (such as lip balm and diaper ointments), mouthwashes with medical claims, antiperspirants, and dandruff or acne treatments.
